Move over Starbucks. Tempest Tea aims to do for oolong what the Seattle giant did for latte. Its first outpost, recently opened north of downtown Dallas, ventures beyond the familiar Earl Grey and healthful green teas into varieties of chai, iced, and even bubble tea — an Asian tapioca treat.
